It certainly appears to be stealth cost cutting and I noticed all the leaflets have been taken from my Health Centre. Although it may be driven for the wrong purposes it did have a value for me so if some PCTs are still funding maybe use their way in if that is possible. We can go to different PCTs for hospital treatment so guess it would be the same. If not blag your way through it the obvious way!
