That’s very disappointing for you. My guess is that they have no-one on the ground to run the course at the moment. The programme relies on volunteers who they then train.
There’s nothing lost by completing the form so even if you feel you don’t want to do it now, you never know how you will feel later on, so you may as well get your name at the top of the list for the course if/when it becomes available. Meanwhile, there’s always the online course to do…
